It is notation system used in Chinese music books, same as I, V, IV ;
C, G, F (for 1=C). (or for 1=F, it is F,C,bB).
BTW, C is Dominant of F, not Subdominant of F as Chao already pointed out.

for 1=F key, the relation minor is Dm. The reason the chord D is not used in F key song is that the note of #F (which is in chord D) is not the the F key scale! Unless you want to make some tension in purpose, don't use D chord very often in F key songs.

It is easier to understand chords by play with them, play with chord progression .
